Rug on Carpet: How to Make It Lie Flat and Look Right
A rug on carpet is one of the most common questions in a rented home, and the answer is yes, with conditions. Wall-to-wall carpet is soft, and a rug laid on something soft behaves differently from a rug on a hard floor. It creeps, it ripples, and furniture legs press dents through both layers. None of that is a reason not to do it. A wool rug over plain carpet can turn a beige box of a room into a place with a centre. You only need to know why rugs misbehave on carpet and what stops them.

Why a rug creeps and wrinkles on carpet
Carpet pile leans. Every fibre tilts slightly in one direction, and each footstep on the rug above pushes it a fraction of an inch that way. Over a few weeks the rug travels across the room, usually towards the same wall. When one end is held by a sofa and the other is free, the travelling end bunches up into a ripple.
The deeper and softer the carpet, the stronger the effect. On a low, dense loop pile a rug hardly moves. On a thick plush or frieze it can walk several inches a month. Light, thin rugs suffer most. A heavy hand-knotted wool rug resists far better, simply because it weighs more and is stiffer across its width.
The right pad for a rug on carpet
The ordinary rubber mesh sold for hard floors does little on carpet. It grips smooth surfaces and has nothing to hold on to here. What works is a pad made for carpet-to-carpet use: a firm felt layer, sometimes with a slightly tacky surface on both sides. It gives the rug a stable platform so it stops flexing with the pile beneath.
Cut the pad an inch or two smaller than the rug on every side so the edges of the rug slope down and do not catch a toe. On very deep carpet, anchoring the rug with furniture helps as well. Front legs of the sofa on one side, a console or chair on another, and the rug has two fixed points instead of none.
Making it look intended
A rug on carpet looks deliberate when the two differ clearly. Contrast in texture is the first lever: a deep-pile or hand-knotted wool rug over flat, short carpet reads as a layer, while shag on plush reads as a lump. Contrast in colour or pattern is the second. On plain beige carpet almost any rug with a drawing works, from a quiet cream rug with dark lines to a multicoloured piece.
Size matters more than on a hard floor. A small rug floating on a sea of carpet looks like a mat someone forgot. Choose a rug big enough for the front legs of all the seating to stand on, exactly as you would on wood. In a bedroom, let it reach well beyond both sides of the bed.
Dents, moisture and what happens underneath
Two layers of pile compress under furniture legs, and the dents in the carpet below take longer to recover than they would on their own. Wide furniture cups under heavy legs spread the load. Move the rug an inch or two when you vacuum, so the same lines are not pressed in for years.
Do not lay a rug on carpet that is damp or was shampooed in the last couple of days. Wool over wet carpet traps moisture, and that is how musty smells and mildew start. If you rent, check after the first week that no colour is transferring from a new rug to a pale carpet; it is rare with a dry rug, but easy to rule out by lifting a corner.

The heavier the rug, the better it behaves. Beni Mrirt rugs are densely knotted and heavy, and stay put on low or medium carpet with a felt pad.
